  28. I very deliberately used "URNs are".

  30. IMHO, we *have* to have agreement on what the basic element of
  31. an URN is; then we can encode to our hearts' content.
  32.  
  33. The phrase "X is represented by" presupposes (in my mind) that
  34. X *is* something ("das ding an sich") that can be represented
  35. by something else ("das ding f=FCr mich") (apologies to Kant
  36. for mutilating his philosophy!); the representation of the object
  37. presupposes the existence in some "space of ideas" of that object.

  39. For URNs, I believe that we want all representations of an URN
  40. to be such that a computer can check them for equality; this,
  41. I believe, is best achieved by saying that there has to exist
  42. some "ideal URN" in a form that is representable inside a computer,
  43. and that all representations can be turned back into this
  44. "ideal representation", whatever that is.
  45.  
  46. So yes, I believe that the URN syntax document has to say "URNs are".
